The intelligence of the Panama Continent was comprised of countless state intelligence organizations as well private intelligence companies, countless individual intelligence brokers, many Martial intelligence sects and even the notorious omnipresent species wide intelligence agency of the Beggar’s Sect.
If they could be harnessed into a single overarching structure in a True World Intelligence Organization, then they would be harnessed more efficiently to gather information that nobody else would, and each constituent would be used effectively.
Not only would the net information gathered increase, but the organization would be able to allocate constituents to the most optimal areas of allocation. The leaders of human civilization could definitely see the allure of the concept. In order to shore up their absence of intelligence and information on true world, drastic measures were indeed necessary.
Of course, that didn’t mean that it was easy.
Most states were not simply willing to donate a large portion of their intelligence apparatuses to a third-party that wasn’t in their direct control. After all, cultivating an intelligence organization was something that took time and effort, there needed to be a strong reason to convince the leaders of human civilization to prioritize everybody else over their own interests.
“What I propose is more of a guild than a strict singular organization,” the Emperor of Harmony continued with a serious voice. “I do not intend to dissolve each constituent intelligence apparatus into a single organization, at least not right away. What I propose is something like this…”
He waved his hand as a two-dimensional projection displaying the simple image of an organizational structure appeared before them.
It showed how the various intelligence organizations would around the world, private, governmental, Martial or otherwise, would fall under the banner of a single overarching intelligence authority that would essentially form exclusive partnership contracts with each intelligence organization.
The intelligence organizations would essentially become customers of the central intelligence authority that would commission them for intelligence, while the central intelligence authority would sever the interests of human civilization.
Thus, the central intelligence authority would serve as broker between the intelligence organizations with ironclad partnerships that would allow those very organizations to be channeled for the good of human civilization more efficiently.
The Emperor of Harmony wisely understood that it was impossible to dissolve all the intelligence organizations around the world and create a uniform, singular organization with a power chain of command.
No intelligence organization would be willing to sacrifice their independence and agency to such an extent, and none of them would tolerate being dissolved. With the structure that the Emperor of Harmony proposed, they would essentially be funneled into a more regulated free-market where they only has one customer, which was human civilization as a whole.
The Emperor of Harmony cleverly added powerful incentive structures with incentives and disincentives to reward them for value. It created a free market and a sense of competition that bred quality, which was exactly what they needed against the true world if they hoped to have any chance of emerging from the emergency. As opposed if they simply doled out funds to countless organizations, draining the human civilization’s capital without any incentive structure of being competitive and providing value.
“However, intelligence and information are just one element where centralizing or collectivizing would be prudent,” the Emperor of Harmony continued with a serious tone. “However, it isn’t everything. What’s even more important is that we have the means to act on the information we get in a manner that benefits the future of human civilization. In order to do that, it isn’t just enough to cultivate our national power, but to cultivate a civilizational power across our entire species, and for that we need two things.”
He raised one finger. “First, we need connection. Strong and powerful connection.. We need to able to transfer goods and services across human civilization with great speed and efficiency. No longer can we allow human civilization to remain as materially disconnected and splintered as we have been throughout the Era of Darkness.”
The Beast Incursion had severed global trade of goods and services as all land routes had been thoroughly destroyed and unusuable. The sea had become human civilization’s sole solace, and yet it had very low throughput, barely able to recover five to ten percent of all the trade that used to occur before the Beast Incursion.
Because despite the fact that sea trade was remarkably fast and quick, it still didn’t change the fact that Martial Artists were needed for transferring goods from the port to nations in land, which severely restricted the amount of trade that could happen.
Human civilization was limited to trading food and the most strategically optimal goods that were needed for the Beast Incursion.
That needed to change if human civilization was to overcome the existential crisis of the true world.
Goods and services would need to flow freely across human civilization if they were to be allocated their most efficient and effective utility. In addition to that, human civilization in the Panama Continent would need to eliminate all trade and non-trade barriers between nations.
Resources, capital, and labor needed to flow across human civilization with great speed.
“In order to effect that change, I propose the Absolutist Free Trade Treaty among all nations”, the Emperor of Harmony declared as the projection of a document appeared before all of them. “The Trans-Panamic Economic Corridor Network Initiative is intended to bolster connectivity across human civilization to be as large, fast, and free as possible.”
With another wave of his hand, a map of the modern Panama Continent emerged before all of them, covered in exotic green that stretched as far as the eye could see.
And yet, across all of it was a web of corridors that connected all of human civilization together. A web of corridors directly between each of the Sage-level powerhouses, while countless other nations were connected to mega terminals that connected them with the rest of an entire chunk of the continent.
