Chapter 3039 3039: Collectivist Intelligence Reforms

To say that the leaders of human civilization were overjoyed at the conclusion of the Beast Incursion was an understatement. For the past seventeen years, each of them had to face the Beast Incursion as an existential threat to their border and their people. The number of close calls, the death and destruction, and the misery that it had inflicted upon the people of human civilization made it so that just a world without the Beast Incursion was nothing short of a paradise that they could only dream of.

The confirmation of the conclusion of the Beast Incursion represented the end of an era.

For the first time in a long time, the leaders of human civilization found themselves harboring just the glimmer of hope for human civilization despite having knowledge of the True World. The hopes of a return to globalization, to free trade and the restoration of the web of human civilization made them hopeful for a future where everything returned to how they were.

“However, just because the Beast Incursion has concluded doesn’t mean that we can instantly return to how things were in the past,” the Ecologer continued with a patient tone. “The fact of the matter is that the conclusion of the Beast Incursion has come seventeen years too late, and much of what used to be human civilization has already fallen into the expanded Beast Domain that now covers most of the continent’s surface. Returning to a state where human civilization is once more a dominant colony on the continent will take many decades and even centuries.”

It wasn’t possible to just restore hundreds of billions of dead humans and have them recolonize the continent. Human civilization would need too much time to return to its former glory.

The leaders of human civilization were aware of this, of course.

Even if they deployed all their Martial Artists to get done aggressively, it would still take far too many years to get excited about it in the short term.

On top of that, they all knew that they couldn’t afford to focus on expanding human territory on the continent in the current circumstances.

“We have the True World to face,” the Emperor of Harmony continued as he took over from the duo of immortal sages. “A threat that could dwarf the Beast Incursion and one that could truly wipe us all out in the long term.”

The air grew tense as the Emperor of Harmony reminded them of the threats that they faced. The new threats of an alien world that was much, much larger than the Panama Continent and the Great Nam Ocean that previously comprised of the whole world.

“As all of you know,” the Emperor of Harmony continued with a severe tone. “The Esocline Federation was very recently attacked by an entity from the true world that arrived at it by high technology that exceeded even that of the Esocline Federation.”

The leaders of human civilization stirred with grave eyes as they patiently listened to the Emperor of Harmony with careful attention.

“The entity was combated, defeated, and captured by the Esocline Federation and is now in joint custody with the Kandrian Empire,” Emperor Rael solemnly informed them. “It came at the cost of many Martial Masters and even the vaunted Gatekeeper Sir Armstrong. An honored hero of not just the Kandrian Empire but of human civilization. If not for the Omni-Martial of the Gen Temple…”

He threw a grateful glance towards the gathered representative of the Gen Temple. “…The Esocline Federation and many more Martial Masters would undoubtedly have been annihilated.”

His gaze returned to the leaders of human civilization.

“This is the magnitude of the threat that we are dealing with.”

His tone was ominous.

“A single entity the true world almost destroyed one of thirteen powerhouses of human civilization, entirely immune to the advanced technology of the Esocline Federation with even greater high technology unlike anything that we have ever seen in our entire lives,” Emperor Rael clearly highlighted the sheer gravity of the situation that they were in. “How many more such powerful entities are there out there in the true world? Dozens? Hundreds? Thousands? More?”

The possibilities were endless.

And endlessly terrifying.

“We don’t know.”

The Emperor of Harmony’s solemn declaration bore heavily on the atmosphere as his powerful golden eyes directed a sweeping gaze across the leaders of human civilization.

“This is the greatest uncertainty we experienced in these anomalous circumstances, uncertainty about the rest of the world,” he continued with a serious tone. “We know nothing about the true world. We know nothing of what it is like and what to expect. We don’t know to what extent it is a threat. We barely know what it looks like.”

“And thus, I call this summit with two agendas in mind,” the Emperor of Harmony continued with a stronger tone. “First, in order to shore up our absence of intelligence, I propose the creation of an organization with the sole mission and mandate to gather as much intelligence on the true world as possible.”

His expression hardened with severity.

“I propose the creation of the True World Intelligence Organization.”

A wave of surprise washed across the leaders of human civilization as they gazed at the Emperor of Harmony with curious gazes.

“We cannot allow our intelligence apparatuses to remain splintered across countless nations, organizations, and polities,” the Emperor of Harmony continued with a calm, yet serious tone. “It is redundant. Countless bodies dedicating intelligence capital to gathering investigation on the same things over and over, leading to redundancies as each of the intel organizations focuses on collecting the same information for their own client or state.”

Even though a single organization would suffice for collecting data for everybody, because nobody trusted intelligence from foreign sources and only trusted their own intelligence, countless organizations would waste manpower and capital on investigating the same matter to return with the same information.

“Once we create a single unified intelligence organization that will be comprised of much of our intelligence apparatuses, we will be able to increase information output by a massive degree by getting rid of each and every single redundancy that currently exists in the intelligence community.”
