Chapter 1064: 1064 The Start of the Downfall

The scene changed again, and Wolfe was back in the same large council room from earlier, only this time the group was much different. There were humans, Witches, and an upper balcony full of Demons, Fae and Magi.

Most of the Demons and Fae appeared to be Familiars, but the Magi didn’t mind that they were seated with them, and they had even brought popcorn to watch the show.

The Speaker, at this point a middle-aged woman in an odd grey curly wig, tapped her gavel, bringing silence to the council.

“The Nine Hundred and Sixteenth Annual announcement of the One World Alliance will now begin.” She announced.

The room was completely silent for a moment, and then from the front row, a young man rose from the Chairman’s seat and stepped to the podium in the centre of the room.

He placed his prepared speech on the counter, cleared his throat and began his speech.

“It is my pleasure to announce that the citizens’ financial recovery initiative has been successfully passed, with the majority of concerned parties giving their votes to allow this Council the necessary powers to solve the financial crisis facing our world.”

There was widespread laughter through the room, and Wolfe noticed that everyone was looking at a group of elderly Magi in the room, who seemed utterly unconcerned at being the only ones in the room who had not approved.

If anything, Wolfe thought that they had a hint of amusement in their impassive expressions, and he wondered what had happened.

One old Magi rose to his feet to address the room, and silence fell over the crowd.

“Your employee will be returned when he apologizes for his behaviour and makes amends.”

The made the Demons howl with laughter, while the humans glared around the room and the witches laughed softly.

“It is not acceptable to send the heir to a multinational corporation to the Demon Realm for misbehaviour.” The Chairman reminded the Magi.

“He was convicted of sexual assault. Under our laws, that is grounds for banishment. It is only out of respect for the Chairman’s family that he is being given the option to atone and return at all.”

Now Wolfe knew why everyone brought popcorn for this. It was about to get good, and he wished he had brought popcorn as well.

“Those are not the laws of the One World Alliance. He is from a Noble Family, he must be given the chance to pay a reparation fine to the family and returned to his Family for judgment.” The Chairman spluttered, turning red in the face.

“Then it is truly unfortunate that he misbehaved during an excursion off world and not within the jurisdiction of the Alliance.” The Magi shrugged.

That interaction made it pretty clear that the Magi had never been part of the One World Alliance, and that they didn’t have the best relations, but more importantly, it highlighted the fact that there should be another world with Magi somewhere.

If they had brought the boy off world, and he was under the jurisdiction of Magi Law, there had to be more places where the Magi had been living. It might have been a pocket dimension, given that there were still some Space Magic specialists during that time, but it sounded more like it was another planet.

“If you don’t send him back within the week.” The Chairman began, before two Elders rose from the upper stands.

The Chairman went silent as he glared at them, and then changed the topic.

“That is not the primary topic for our meeting today. The Council has been granted increased powers to assist in the recovery of the economy, as our Magi Neighbours have refused their assistance. As such, we have decided on a drastic first step, but a necessary one to ensure the survival of our Alliance.

Until this crisis is resolved, anyone in need of government benefits, or without a stakeholder share in the success of the Alliance, either through property ownership or corporate property lease, will be moved to the status of Permanent Residents, ineligible for government funding until such time as they regain their status as full citizens.

Our legal team has confirmed that this action is in compliance with our Constitution, and as it requires no amendments, it will be effective as of midnight tonight.” The Chairman announced.

The Magi and over half of the Witches stood and left the room.

Wolfe shook his head in dismay. Now he knew the true answer to how the war started. It was not a short process, it had been building for at least a generation before it turned into a genocide.

The video moved on, and Wolfe found himself in a room with a massive portal along one wall, and the Noxus Family logo on the wall.

Younger versions of the Elders from the last scene were present, standing in the middle of the room.

“You know that this will never work. The Oracles have shown us how crazy the humans are going to get. They will notice if we just start sending millions of people away.” One of the women insisted.

“Not if we start replacing them with Witches who want out of the city and homeless humans. We can keep our census numbers, even for their idiot inspectors, and nobody will ever be the wiser. It’s not like they’re brave enough to come in and try to line us up for a headcount.” A younger man disagreed.

The woman, who Wolfe thought might be the young man’s mother, snorted in amusement. “And that aggression is why you’re in the first batch headed off world. Let the Elders deal with the humans, and you youngsters can work on getting the Clans settled. We will be along eventually. Well, some of us will. The second batch of transfers will be going to a world full of humans, to teach them magic and see if they can avoid the mistakes of this world.

Don’t expect to see those again, but that world will be an open secret, and we intend the humans to find out to see what they do before we start teaching the people of that world.”
