He first had to pass through the gate before he could gain access to the building. There are two gatekeepers there who control access to the building. They have to open the gate for him or he breaks in by force.

The people on the first floor are real lamp bearers who are godclads. but they are not the true leadership of the headquarters. The true leaders are underground and rarely interact with anyone. It is the fake leaders that act as the face of the lamp bearers and interact with the public.
These people are fake leaders, but they are the people in the organization with the highest authority he can get in touch with for now. So they are the ones he has to inform of his intention to begin preparing his existence.
Preparing one’s existence is not a simple matter. It is an expensive matter, and expensive matters are big and important.
He couldn’t just tell his fake boss that he was starting to prepare his existence for divine flesh and then be on his way as his fake boss told him to have a great day. No, that couldn’t happen.
He had to be interrogated. They had to know where the money for this project was coming from. They had to know if the money was from a clean or illegal source.
His situation is extra special in that he is supposed to be an orphan who owns nothing in the world. He is not supposed to have enough money to begin preparing his existence two weeks after he became able to walk.
It has happened many times that some rich people sponsor probationary officers in hopes that those probationary officers will help them do some unsavory things when they become lamp bearers. Such things never end well.
It always leads to a scandal at least or a dangerous fight in which both sides try to kill each other. They had to make sure that that wasn’t happening to Levi.
They got him into a room for interrogation and used the artifact for identifying truths to gauge the authenticity of his replies. Things were that serious.
But apart from that, they didn’t treat him like a criminal. He hadn’t done anything wrong yet, so there was no need to suspect him. If anything, they were looking out for him by trying to make sure he isn’t involved with anything dangerous.
Lamp bearers are hated by a lot of people, and they can indeed be terrifying to deal with. But that’s to the perpetrators of evil. They aren’t harsh on their own.
How they treat their own is quite the opposite of how they treat their enemies. They look out for their own to protect them while they look out for their enemies to kill them.
They had to keep his matter a secret within the organization as long as it wasn’t illegal, so he felt comfortable telling them things he wouldn’t otherwise.
He told them about his business partnership with Tesla. He told them about his patents. He didn’t tell them the conditions for the partnership and how his patents work.
He just told them what they needed to make an investigation. They didn’t hound him for the rest. Only then could he leave.
He didn’t leave immediately. He still had to do some work as a probationary officer before he could leave. He wouldn’t get his salary if he didn’t work.
Since he doesn’t care about his meager salary anymore, he doesn’t have to work. But he still had to inform his fake bosses that he wouldn’t be coming to work for a while.
He asked them for a leave, stating the reason that he wanted to prepare his existence. They gave him the leave with the sole requirement that he come to the office once a day for examination.
They wanted to make sure that he was fine. If he doesn’t come in for examination in a day, they will take it as that something is wrong with him and begin looking for him.
They will start with his house first. If they don’t find him in his house, they will search for him throughout the city. They told him this before he was given the leave.
He wanted to buy the materials he needed to prepare his existence for divine flesh. Unfortunately, they won’t sell it to him until after the investigation is done.
This investigation might take up to a week, so he had to be patient. He used that time to set up other things he will need.
After leaving the headquarters, he went to the white tower to buy formation arrays. His destination is the only glowing building in the whole town.
